Children's Commissioner for Wales
The Children's Commissioner for Wales runs a free advice line to advise and assist children and young people, or those who care for them, if they feel a child has been treated unfairly. It also advises adults who work with or care for children in Wales. Its particular areas of expertise are educational entitlements, social services, health access and complaints.
Good to know
The freephone number is 0808 801 1000; the office number is 01792 765600. It aims to get back to you within 3 working days of your first contact. Calls are recorded for training and monitoring, and it does not leave phone messages to say it has called. What you tell it is kept confidential unless it thinks a child or young person is at risk of harm. If you use the contact form, include your email address and contact number so it can reply. The Welsh Government's guidance for schools says the Commissioner does not take the place of a school's governors or its complaints procedure.
Before you call
Have ready
- your name and contact details
- details of the child or young person you are calling about, if you are calling about one
- some details about the issue you want to discuss
They may ask
- your name, contact details, and details of the child or young person you are contacting it about, if you are calling about one
- some details about the issue you want to discuss
They can
- give advice, or point you to a more appropriate organisation; if it can help but needs to stay in touch, it keeps helping until the issue is resolved or there is nothing else it can do
- advise about a child or young person who usually lives in Wales, or is placed in England by a Welsh local authority, up to age 18 (21 if they have been in care, 25 if in care and still in education), who has a complaint or wants to make representations to a public service in Wales, or who needs advice about safeguarding or children's rights
- reply to an email or a message sent through its contact form: its duty officer aims to reply the same day if it arrives between 9am and 5pm, Monday to Friday
- work with children, young people and adults to find a solution: the Welsh Government's guidance says its officers do this but are not counsellors
They cannot
- look into any matter that is or has been the subject of legal proceedings, or act where CAFCASS is able to act: the advice-steps page says so
- take the place of a school's governors or its complaints procedure: the Welsh Government's guidance says it does not
- act as a counsellor: the Welsh Government's guidance says its officers are not counsellors
- advise about a child who does not usually live in Wales, unless a Welsh local authority placed them in England: the advice-steps page says it can only advise about a child who does
- answer on bank holidays: the page says it is closed
It aims to get back to you within 3 working days of your first contact. If the duty officer cannot take your call, it tries to call you back later that day or at least the following day, and it does not leave a message saying it has called. For a voicemail left outside working hours, it says it will attempt to contact you during the next working day.
