Transport Appeals, First-tier Tribunal for Scotland

Transport Appeals is part of the General Regulatory Chamber of the First-tier Tribunal for Scotland. It considers appeals against Penalty Charge Notices issued by many, but not all, councils in Scotland for decriminalised parking contraventions, and appeals about bus lane enforcement notifications for Aberdeen City, Edinburgh City and Glasgow City Councils. Since 1 June 2023 it has also considered penalty charge notices relating to Low Emission Zones.

Good to know

You must have challenged the ticket with the council first: the council's Notice of Rejection tells you how to appeal and gives a PIN for the online portal. The tribunal does not consider appeals if your Fixed Penalty Notice was issued by the police, or if your council is not on the list on its Before you appeal page. If you cannot appeal online, phone to ask for an appeal form. Email: transportappeals@scotcourtstribunals.gov.uk.
