One small thing you could do

Search your library system's catalog for "hotspot" and "Chromebook" — from any connection, even this one. If they lend them, place the hold today; the waitlists are the only slow part, and a hold placed now is a connection arriving soon.

Out where I live, the wifi barely crawls. The hotspot I borrowed from the library ran thirteen times faster — I measured it out of sheer curiosity.
